Bird Island Basin · Padre Island
Bird Island Basin is a specific National Park Service windsurfing area on the Laguna Madre. The in-park concession offers windsurf instruction and wing-plus-foil equipment and lessons. The park prohibits kitesurfing, and its 2026 rules explicitly allow non-foil wing surfing while leaving the precise wing-foiling permission unclear; confirm that distinction with the park and operator before taking a foil onto the water.

How map references work
A point can mark a useful access, business, or approximate area reference. It does not establish a legal riding-zone boundary, guaranteed launch, safe depth, or current access permission.
Bird Island Basin day-use and Worldwinds base
NPS publishes this day-use-area coordinate and identifies the in-park Worldwinds concession here.
Access & safety
- No kitesurfing in the national seashore
- The July 2026 NPS compendium prohibits kitesurfing park-wide. A windsurfing area or nearby kite-friendly Texas water does not override this park rule. Sources: National Park Service · July 2026 superintendent’s compendium.
- Wing surfing and wing foiling are not identical permissions
- The compendium defines foil and non-foil wing use separately, then explicitly allows non-foil wing surfing at Bird Island Basin. Its wording does not establish the same blanket permission for foil use. Worldwinds offers foil gear, but check with NPS and the operator before relying on that as a public-water authorization or depth guarantee. Sources: National Park Service · July 2026 superintendent’s compendium, Worldwinds · wing and foil rentals and lessons.
- Respect the managed windsurf area and habitat
- NPS restricts motorized vessels within the managed windsurf area and describes nearby tidal mudflats as bird habitat. Use current signed areas and avoid treating the camera frame as a zone boundary. Worldwinds Windsurfing
This NPS concession lists windsurf lessons and wing rentals, including a complete wing, board, and foil rig and an intermediate foil lesson.
Plan the trip
- Use the day-use area, not the boat ramp as a substitute
- NPS distinguishes the windsurfing/day-use shore from a separate motorboat ramp. Follow the on-site windsurf-area signs and ask the operator where today’s instruction takes place; the guide point is not a rigging instruction. Sources: National Park Service · Bird Island Basin day-use area and coordinate, National Park Service · July 2026 superintendent’s compendium.
- Check park entry and current notices
- This is inside Padre Island National Seashore. Confirm current access and park requirements before travel; day-use facilities and concession availability may change independently. Sources: National Park Service · Bird Island Basin day-use area and coordinate, National Park Service · July 2026 superintendent’s compendium.
- Windsurf and kite programme context
- Worldwinds publishes a four-stage windsurf lesson programme from first-time beginners through advanced sailing and describes flat, shallow teaching water. Advanced courses do not automatically include gear. This supports windsurf instruction at Bird Island Basin, not kitesurf activity or independent foil-depth suitability. Sources: Worldwinds · Bird Island Basin windsurf lessons · checked 16 October 2026.
